RSVP Volunteers in Action
Basic Information
The Western Illinois Area Agency on Aging is the local sponsor for the Retired and Senior Volunteer Program of Eastern Iowa and Western Illinois. Our RSVP program serves Rock Island, Warren and Henry counties, Illinois, and Scott County, Iowa. RSVP recruits, orients and places senior volunteers (age 55 and older) in public and not-for-profit programs and agencies. RSVP membership is free. Members benefit from free supplemental insurance while volunteering, limited mileage and meal reimbursement and fun recognition events!

RSVP Program Overview
RSVP is part of a nationwide program administered by the Corporation for National & Community Service (CNCS) which provides opportunities for people age 55 and older to volunteer in their communities, to contribute to the well-being of their communities, and to have fun! Our program is a bi-state program which has more than 1100 volunteers and more than 140 “stations” (community agencies where volunteers provide service). Last year, over 1,000 RSVP volunteers provided over 151,000 hours of community service in Rock Island and Warren counties, Illinois, and Scott County, Iowa. RSVP provides service to our communities, as well as providing an opportunity for our senior volunteers to remain engaged in their communities. We also provide some reimbursement for mileage ($15/month cap) and meals ($8.00/month cap), as well as secondary insurance (while volunteering) and recognition activities and benefits. In 2009 over $24,000 in reimbursements were distributed to our members.
RSVP Partners with Non-Profit Agencies and Community Programs
We have a Memorandum of Understanding (MOU) with more than 140 local non-profit agencies and programs. We work with those agencies to develop meaningful opportunities. Both RSVP volunteers and staff are active in partnerships helping to facilitate the volunteer role in community projects. Some of our partnerships include DOVIA (Directors of Volunteers in Agencies), VOAD (Volunteers of Agencies in Disasters), Bi-State Literacy Council, Citizen Corps in Warren and Rock Island Counties, Community Check and Connect with Rock Island After school programs and service providers, Medic’s TAC (Technical Advisory Council) and Davenport Schools Community Advisory Panel.
National History
1965: Launched by the Community Service Society of New York as pilot SERVE (Serve and Enrich Retirement by Volunteer Experience) on Staten Island.
1969: Retired Senior Volunteer Program (RSVP) created as a volunteer program of the Administration on Aging by Title VI, Part A of the Older Americans Act, as amended. 1971: Eleven programs launched in June under the auspices of the Administration on Aging. Became a program of the national volunteer service agency, ACTION, in July of the same year.
1973: Designated along with the Senior Companion and Foster Grandparent Programs as ACTION's Older American Volunteer Programs (OAVP) by Title II of the Domestic Volunteer Service Act.
1993: OAVP reauthorized as the National Senior Volunteer Corps by National and Community Service Trust Act. Name changed to the Retired and Senior Volunteer Program.
Current: Now a part of Senior Corps along with Foster Grandparents and Senior Companions and administered by the Corporation for National and Community Service (CNCS).
Local History
RSVP of the Quad Cities first came into existence through an ACTION grant for RSVP sponsorship to the Volunteer Center (VC) in 1974. The VC closed in 1994 and Great River Bend Area Agency on Aging (now known as Generations AAA) acquired local RSVP sponsorship. Sponsorship transferred to the Western Illinois Area Agency on Aging (WIAAA) in 2001. At that time, the name was changed to RSVP of Eastern Iowa and Western Illinois to reflect the broader bi-state region served by this RSVP office. RSVP added a Warren County office in 2003. RSVP remains a program of WIAAA to this day.
